Many Government policies that I have examined in this paper are linked by the common thread of unaccountability, and all point to a Government who is not willing to acknowledge constraints on their power to act. They all reflect a deep-seated dissatisfaction with the limits of their power and an underlying resentment of the need for scrutiny.
